Chelsea White makes her final stop on her summer search for the best ice cream in New York City at Tipsy Scoop located in Kips’ Bay. The ice cream “barlour” specializes in booze infused frozen treats that are delicious and, of course, instagram worthy. Originally selling its products only online and at select retailers, Tipsy Scoop opened its brick-and-mortar location in May 2017. Chelsea talks with the company’s founder, Melissa Tavss, about her inspiration for the shop before sampling some of the popular flavors and giving her rating.
